Regional IQ Subproject: Accompaniment in the recognition of foreign professional qualifications by voluntary workers from migrant communities in the state of Nord Rhein-Westfalen

Nationwide, 59 bilingual (German / language of origin) volunteers from different migrant organizations / communities were involved and qualified in the IQ subproject “Intercultural opening and competence development of migrant organizations for the implementation of low-threshold support for the recognition of professional qualifications and qualification offers in the State of Nord-Rhein Westfalen” (from January to December 2015). In this follow-up project „Niedrigschwellige Begleitung zur beruflichen Anerkennungs- und Qualifizierungsberatung durch Ehrenamtliche aus Migrantencommunities in NRW“ (Low-threshold accompaniment to vocational recognition and qualification advice by volunteers from immigrant communities in NRW) the volunteer companions should provide low-threshold support for recognition and qualification advice in the context of the recognition laws. Due to their multilingualism, the representatives of migrant communities have access to, and usually the trust of, the target group and can support those seeking advice in low-threshold on recognition questions or accompany them to recognition and qualification advice centers. The main objective is that people with foreign professional qualifications receive full equivalence and to lead them to employment opportunities adequate to their education, with the support of volunteer bilingual companions from migrant organizations / communities.

IQ NRW Subproject: "IQ Recognition and Qualification Consulting for Refugees in the Integration Points Herford / Minden / Bielefeld"

Description of the subproject objectives


The aim is the professional recognition and qualification advice for refugees in the Integration Points of the Federal Employment Agency in Herford / Minden / Bielefeld. Counseling on the recognition of professional qualifications acquired abroad and qualification counseling in the context of the Recognition Act should help to assist those seeking advice to achieve full equivalence of their professional qualifications. The advice seekers should be shown ways to use the qualifications acquired abroad for vocational integration in Germany.


The offer includes the individual referral and initial consultation (multilingual if required) in a "consulting room" in the Integration Point Herford / Minden and the consulting rooms of MOZAIK in Bielefeld. So far, MOZAIK has advised more than 1000 people seeking advice on IQ sub-projects in the period from January 2012 to June 2016, so☺ that the consultants have a wealth of professional experience. On the basis of the intercultural staff team of MOZAIK gGmbH, Arabian, Azerbaijani, English, Kurdish and Turkish speaking staff members can provide advice when needed.


In addition to consulting, other advicers in the Integration Point will also be provided with bilingual products and support materials, such as FAQs, checklists and information leaflets on the recognition process. In addition, the Integration Point should be supported with the creation of migration-sensitive public relations materials (e.g. guides for multipliers with information about counseling centers for newcomers / refugees). The organization of regional events such as intercultural seminars is another planned offer by MOZAIK gGmbH.

IQ NRW Subproject: IQ Recognition and Qualification Advice Center MOZAIK in Bielefeld

The aim of the IQ NRW subproject is to carry out consultations on the recognition of professional qualifications acquired abroad and a qualification advisory service in the context of the Recognition Act, in order to help people in the search for complete equivalence of their vocational qualification.


In addition to the recognition and qualification consultation, cooperation with regional consulting organizations should take place. Within the framework of regional working groups and meetings for exchange, the players of the project should be informed about current developments in the IQ recognition and qualification advice as well as the IQ qualification measures. Furthermore, a mutual exchange of information on IQ relevant topics should take place as well as agreements on concrete cooperation projects and products should be discussed. Training courses or Workshops on IQ offers for (regular) counseling centers in the area of migration / labor market / recognition (possibly together with other IQ NRW subprojects) should be offered. The network and public relations work is another important component of the Bielefeld IQ recognition and qualification advice center. Current developments, offers and information are to be disseminated through a regional project newsletter (OWL), which is published every three months. At the same time, introductory and specialist conferences should be held to present the partial results.

State Initiative "Youth in Work plus" (Jugend in Arbeit plus)

Since 2008, MOZAIK gGmbH has been advising young people and young adults on their employment prospects as part of the state initiative "Jugend in Arbeit plus".


"Young people and young adults who find it particularly difficult to get a job and need help, deserve real employment prospects in the labor market. The North Rhine-Westphalia Ministry of Labor has therefore created the program "Jugend in Arbeit plus". The aim is to provide young people with tailor-made employment; subject to social security contributions and to give them valuable work experience."

Open consultation days without appointments for migrants on the topic "recognition of foreign vocational and academic degrees"

Within the framework of IQ funding program, MOZAIK gGmbH offers free initial consultations on the recognition of foreign vocational and academic qualifications. The MOZAIK employees advice on the possibilities of your professional recognition in the framework of the "Law on improving the establishment and recognition of occupational qualifications acquired abroad", which came into force nationwide on 1 April 2012 (Berufsqualifikationseststellungsgesetz- Bund) and the (Berufsqualifikationsfeststellungsgesetz NRW - BQFG NRW) Professional Qualification Act, which came into effect on 14th June 2013

The consultation can be carried out personally in the offices of MOZAIK in the languages Arabic, English, Kurdish or Turkish. Other languages may be available on request.

Advice on the Bildungsscheck NRW

Inform yourself - it's worth it!

MOZAIK gGmbH has been a counseling center in North Rhine-Westphalia since 2013 and is allowed to issue the education check."With the Bildungsscheck, employees and companies receive a subsidy of 50 percent, up to 500 euros, for the training costs. The state government finances this subsidy with the European Social Fund (ESF), the other half is provided by companies and employees themselves. Selected local counseling agencies advise on the choice of the appropriate further education program and issue the education check ". (Source: arbeit.nrw.de)

Career Development Advice (BBE)

 

General Information
The Ministry for Employment, Integration and Social Affairs of the State of North Rhine-Westphalia supports people who have made or are about to make changes in their professional lives through the Career Development Support Program (beratung zur beruflichen Entwicklung, BBE). Requirement for the claim is that they live or work in NRW.

The "Advice on Career Development" is offered by institutions / advice centers, which also advise on Bildungsscheck NRW.

Federal Program Education Bonus


Education Bonus

With the education bonus, the federal government promotes individual work-related further education. Work-related means that the selected training must be important for the professional context - for the current or a planned new occupation. Individual means that it is about the personal educational interests - regardless of the interests of the employer.
Two options are available for the funding: the award voucher and the savings voucher ("training savings"). The two vouchers can be combined. (Source:www.bildungspraemie.info)

 

Target group and funding support for...

 

  • Employees who work at a company in Germany or are domiciled in Germany with a weekly working time of at least 15 hours and whose taxable annual income is less than 20,000 euros (or 40,000 euros in joint income respectively).

  • Employees on parental leave, care leave, etc. with an existing employment contract with a weekly working time of at least 15 hours.

  • Self-employed with a weekly working time of at least 15 hours.
